Construction plans that the city engineer has approved in writing prior to the July 26, 2022 effective date shall be considered valid, provided construction of the improvements related thereto is completed within two years of the effective date of a public improvement agreement, development agreement, building permit, or similar document requiring such construction or, in the absence of such, within two years of the approval of the construction plans.
