Overview

A cross connection is any point in a water distribution system where contaminants may come into contact with potable water. During a backflow event, these contaminants can be drawn or pushed back into the potable water system. 

A backflow prevention device is installed at points where a cross-connection is likely and prevents contaminated water from entering the potable water distribution systems.

The Colorado Primary Drinking Water Regulations provide the authority for local cross-connection control programs. These regulations mandate public water suppliers to require installation of containment assemblies on all service connections that pose a potential health hazard to the public drinking water system.

State and local plumbing codes regulate backflow prevention requirements within buildings. In Colorado, state and local plumbing codes are based on national standards, such as the Uniform Plumbing Code and the International Plumbing Code.

The regulations and codes require all backflow prevention assemblies to be inspected and tested annually. This is to ensure that they are functioning properly.

2023 Program Updates

In 2022 the City of Arvada implemented a schedule change for the testing and certifications of all backflow prevention assemblies. All assemblies must now be tested by a certified tester by July 31st annually.

Beginning in 2023, a fee schedule for non-compliant customers has been added. Please note a letter will be sent at the beginning of each year with your device information. Please do not throw this away, as your testing company may request this information.

Notification Schedule

  • January: Primary "deadline" notification (letter includes assembly information)
  • May: Second "deadline" notification (letter does not include assembly information)
  • July 31st: Last day to submit test reports before fee assessment
  • August 1st: $250 per assembly fee will be added to any account that has not submitted the required test or an approved alternative schedule to the City of Arvada Cross Connection Control Team by July 31, 2023
    • Written approval must come from the Cross Connection Control Team
  • August 29th: A 28-day notification will be sent regarding the initial Civil Penalty of $1,000
  • September 25th: A $1000 per assembly Civil Penalty will be added to any account that has not submitted the required test or an approved alternative schedule to the City of Arvada Cross Connection Control Team
    • Written approval must come from the Cross Connection Control Team
  • September 26th: A 28-day notification will be sent regarding the initial Civil Penalty of $2,000
  • October 17th: A $2000 per assembly Civil Penalty will be added to any account that has not submitted the required test or an approved alternative schedule to the City of Arvada Cross Connection Control Team
    • Written approval must come from the Cross Connection Control Team
  • October 24th: All remaining accounts without a test report, or an approved alternative schedule, will be scheduled for service interruption on the main water supply line until any and all required backflow prevention assemblies are controlled, and tested
